John McMullen

 Mr. John McMullen serves as the Business Enterprise Specialist for the Defense Forensics and Biometrics Agency. He is a former member of the Senior Executive Service with experience in both the Department of Homeland Security and Department of Defense, and is a retired US Army colonel with 30 years in Infantry, Special Forces and Intelligence Community assignments worldwide. In addition to combat tours in El Salvador and Iraq, Mr. McMullen’s military assignments included duty as Chief of Staff of the US Army Special Operations Command; Director of the Counterterrorism & Counterproliferation Division, J-33, Joint Staff; and Director for the Defense Counternarcotics Program in the Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict in the Pentagon. In the Intelligence Community, he served as a Senior Operations Officer in the Defense Intelligence Agency, Central Intelligence Agency, and in the Office of the Secretary of Defense, where he received the Exceptional HUMINT Collector Award from the Director of Central Intelligence. As a member of the Senior Executive Service in the Transportation Security Administration, he was the first Deputy Federal Security Director for Baltimore-Washington International Airport. He was also the first DHS official representative in Baghdad, Iraq, serving as Chief of Staff of the Iraqi Ministry of Transportation for the Coalition Provisional Authority. In Iraq he supervised all reconstruction efforts of the Iraqi Ministry of Transportation, and oversaw deployment of Iraqi antiterrorism forces to protect critical transportation infrastructure, for which he was awarded the Office of the Secretary of Homeland Security’s Gold Medal. Following 35 years of continuous military and civilian government service, Mr. McMullen joined defense corporations as a senior executive where he oversaw indigenous police training and provided rule of law and security services to US government agencies deployed in Afghanistan and Iraq. He was also co-owner and Executive Vice President for a Maryland manufacturing company, where he supervised development and production of CBRN defense products protecting US forces in pandemic and CBRN threat environments. Mr. McMullen returned to government service as the Director for Mission Integration for the Pentagon Force Protection Agency, for which he was awarded the Office of the Secretary of Defense Medal for Exceptional Public Service. His decorations include the Defense Superior Service Medal, the Legion of Merit, the Army Commendation Medal for Valor, and the Combat Infantryman Badge. Mr. McMullen is a graduate of the United States Military Academy at West Point; the Joint Forces Staff College; the Inter-American Defense College; the Foreign Service Institute; and the Federal Executive Institute. He has earned advanced degrees from Saint Joseph’s University and Salve Regina University, and resides in Northern Virginia.
