PANEL: Accuracy and reliability of biometrics in mobile devices

The widespread integration of biometric recognition systems into mobile devices has resulted in a focus on the security and reliability of these systems. While biometric recognition was initially considered a convenience for local device login, its growing availability across devices has moved beyond that simple use case. Services such as banking, e-commerce and point-of-sale have come to understand the benefits of using biometric recognition for secure authentication, often in combination with other factors.  

The assessment of the performance of a biometric recognition component in a mobile device goes beyond the underlying security of the mobile platform. Critical metrics such as the false accept rate, false reject rate, and rejection of presentation attacks (spoofs), must all be evaluated.
There is a need to form a widespread agreement on assessment methods, as well as the development of associated certification programs to enable straightforward demonstration of biometric performance. Panelists will discuss setting requirements and approaches for testing of biometric systems, as well as standards and certification programs under FIDO, ISO/IEC JTC 1, and others.  Panelists will also reflect on performance requirements for FMR given the landscape of different examples and the marginal benefits for security compared to higher costs of very low rates.

Burak Sahin is a technology expert with 19 years of experience, currently supporting multiple government clients in identity and biometrics as a member of Deloitte & Touche LLP’s Federal Risk and Financial Advisory team. He holds 11 patents (two additional pending) in identity technology.

Previously, Mr Sahin worked at the business intelligence firm MicroStrategy, where he led a team that built the biometrics component of their mobile identity platform. This platform enabled customers to secure identities using voice, face and fingerprint verification. His team also conducted research and development towards seamless user experiences and liveness detection. He also worked at Daon, helping to spin off a mobile identity startup and platform that won the 2011 American Technology Award. While at Daon, Mr Sahin also consulted prime integrators delivering large scale identity system solutions to countries including India and Mexico as well as the U.S. government.

Mr Sahin started his career at Northrop Grumman and supported the NAFIS, IDENT1 and ABIS programs. His responsibilities in his 12 years there ranged from representing the company as an expert, to leading a technology evaluation team that helped win UK national identity system contract, to building business flow simulation models for capacity planning in the UK system and ABIS.

Mr Sahin is receiving his Master’s in Business Administration from Georgetown University in 2017; he holds M.S. and B.S. degrees in Electrical Engineering, from The Ohio State University and Bogazici University, respectively.
