Rap Back Recurrent Vetting – What it is and How it works
This presentation will describe the FBI’s Rap Back service for fingerprint-based recurrent criminal vetting, as implemented by the Transportation Security Administration (TSA) for its regulated population of aviation workers. Every two years, TSA conducted a fingerprint-based Criminal History Records Check (CHRC) through the FBI for civilian aviation workers. Until recently, there was no way to know (other than through self-reporting) if an aviation worker had committed a disqualifying crime during the interval between when they were initially checked and when their next routine fingerprint criminal background check occurred. This ‘gap’ represented a security vulnerability and both Congress and the Aviation Security Advisory Committee (ASAC) had urged TSA to implement recurrent criminal vetting for its aviation worker populations.
TSA has now completed its initial deployment of the FBI’s new ‘Rap Back’ service for recurrent criminal vetting of airport and air carrier workers, and is in the process of deploying Rap Back to all 450 regulated airports and air carriers in the US – representing approximately 900,000 workers. TSA is the first US federal agency to implement the FBI’s Rap Back service for civilian workers. The speakers will describe what Rap Back is, how it works, and the lessons learned during TSA’s initial deployment.
Richard Conrad’s entire career has been in civil service at the U.S. Transportation Security Administration (TSA). He began in TSA’s Office of Revenue where he developed fee forecasts and oversaw the implementation of rule-making pertaining to aviation user fees and credentialing user fees. Subsequently, he moved into budgeting in support of TSA’s Transportation Security Officer (TSO) workforce and the Screening Partnership Program. In 2015, he assumed his current position as Rap Back Program Manager in TSA’s Office of Intelligence and Analysis. As the Rap Back Program Manager, he has led TSA’s successful efforts in piloting the FBI’s Rap Back service for recurrent vetting of workers at regulated airports and air carriers. He is presently leading the roll-out of the Rap Back service for up to 450 of our nation’s airports and air carriers. Additionally, he is pursuing a project to explore methods to expedite the adjudication of transportation worker’s criminal histories through the use of a variety of different technologies.
